Woman accused of Bay Area cop's death declared mentally incompetent

A Solano County Superior Court judge has ruled that Serena CJ Rodriguez is mentally incompetent to stand trial for the DUI-related death of Officer Matthew Bowen.
The judge's ruling means that criminal proceedings remain suspended against Rodriguez while the matter is referred to MHM Services, which provides mental health services.
Rodriguez is to undergo a placement hearing scheduled for Nov. 24, and until competency is restored she remains in custody without bail.
Under Penal Code section 1368, defendants found mentally incompetent cannot be tried but can face trial again once deemed competent.
