Germany faces a significant shortfall in prosecutors and judges, with roughly 2,000 state prosecutors missing and about one million open cases awaiting investigation. High-profile fraud cases such as Wirecard and CumEx have produced major fiscal losses. Shortages extend beyond prosecutors to courts and regulatory authorities, and there is a clear need for more and better-trained personnel because financial crimes continually evolve and adapt.
