Jens Spahn served as Germany's health minister from 2018 to 2021 and played a central role during the start of the coronavirus pandemic in 2020. A Bundestag enquete-commission is examining how the state acted during the pandemic and called Spahn as a witness. The Health Ministry procured about 5.8 billion protective masks at roughly €1 each, according to the Federal Audit Office, with well over half never distributed and later destroyed. The ministry ultimately failed to accept or pay for many ordered masks, producing dozens of lawsuits and potential government payments of about €2.3 billion if courts rule against it. Spahn defended the purchases as necessary to prevent healthcare overload and has said he would have acted differently in hindsight.
