Under Manhattan County Clerk Milton Tingling, tradition meets tech | amNewYork
Briefly

Milton Tingling, appointed as Manhattan's County Clerk in 2014, faced the challenge of modernizing an office transitioning to electronic filing. Tasked with overseeing 118 employees and various operations, he aimed to understand and innovate the office's long-standing practices. Tingling emphasizes learning over tradition, adapting to the inherent complexities of both paper and e-filing systems, and ensuring efficient legal processes. His proactive approach seeks to integrate necessary changes for smoother operations while gingerly honoring the traditions that sustain the office's vital role in New York's legal framework.
One of the issues has been that people thought that whatever you did in paper, it automatically translated to digital. It does not, Tingling said.
My one rule was that if I ask a question and the only answer is because that's the way we've always done things, it's getting examined, vetted, and probably will be changed, Tingling said.
I like to describe the county clerk's office as everything begins and ends here. Everything. You begin your filings here, you make your payments here... then it ends back up with us.
