Azerbaijan's parliamentary member, Rasim Musabekov, pointedly accused Russia of having fired upon the plane as it approached Grozny. He called for accountability, urging the Russian authorities to formally acknowledge the incident and offer an apology for the tragedy that claimed the lives of 38 individuals and left 29 others injured.
