President Trump threatened 10% tariffs beginning Feb. 1 on France, Germany, the U.K., the Netherlands, Denmark, Norway, Sweden and Finland, rising to 25% in June until the United States reaches a deal to buy Greenland. European leaders, including Emmanuel Macron, urged use of the EU's 2023 anti-coercion instrument to push back and potentially restrict American firms' access to the single market. Manfred Weber said approval of an EU–U.S. trade deal is not possible at this stage and demanded 0% tariffs be paused. Bernd Lange called the threat unbelievable and unacceptable and urged use of the anti-coercion tool. Ursula von der Leyen warned of a downward spiral, said Europe will remain united and sovereign, and several leaders labeled the threats as blackmail while the targeted nations pledged unity.
