"It's just gotten to the point that it was virtually impossible for us to maintain the services we need without a property tax," said Mayor Charles Rehm.
"This is a reluctant step for fiscal solvency, but it was necessary to be done," expressed Mayor Rehm, emphasizing the tough decision facing the municipality.
The new tax is estimated to generate $2.4 million annually, necessary to cover a $1 million budget shortfall and to prepare for future needs.
For years, Town and Country avoided property taxes by relying on high business activity, but online shopping's rise shifted financial responsibilities toward local taxes.
