Government requires state employees to work on-site two or three times per week to boost productivity and workplace community. The state is simultaneously reducing office space to save about 40 million euros across this year and 2026, concentrating agencies into shared facilities like the renovated Pasila Government Agency Center. Some agencies will operate with far fewer fixed workstations than employees, raising concerns about shortages when staff coincide on-site. Union representatives said the policy reverses pandemic-era remote work norms and noted that Kela branch closures have produced commutes up to 250 km for some onsite workers.
