Advocates are concerned that the new methodology for counting homeless residents in Santa Clara County may lead to an undercount, which would impact services and resources.
Peter Connery from Applied Survey Research noted that the new method, which combines counting and surveying, limits outreach, as it's a tremendous workload within a short time frame.
Kathryn Kaminski, Acting Director of Supportive Housing, explained that the survey-first approach intends to better understand unhoused residents, raising the percentage of individuals surveyed.
