USAID is our way to combat the Belt and Road Initiative, which is China's effort to gain influence worldwide, including Africa and South America.
We need an aid program to match the Chinese effort, but it needs to be done in a way that policymakers have decided ought to be done.
I don't know what the emergency powers are, and I'm sure some people are looking into that.
