Ilagan City in Isabela province was severely affected, with officials estimating that 500 houses were inundated due to major flooding after water was released from the dam.
Jun Montereal, from the disaster preparedness committee, warned that further dam releases could erase Ilagan City from the map, emphasizing the extreme risk posed by flooding.
With wind speeds reaching up to 195 km/h, Super Typhoon Man-yi became the strongest storm of six to hit the Philippines in just one month.
