"Only 20pc of passengers who fly are also willing to risk waiting longer to load excess cabin luggage if an extra cabin bag were included in their basic fare," noted A4E."
"MEPs who are members of the committee have insisted that passengers should have the right to take one personal item such as a laptop or handbag on board their flight for free, as long as it fits under the seat in front. Additionally, MEPs want passengers to be permitted to take on board a small piece of hand luggage weighing no more than 7kg, for free."
Airlines' trade body argues that passengers prefer lower base fares with the option to pay for extra cabin baggage rather than higher fares with bags included. A YouGov survey cited indicates only 20% of passengers would accept longer loading times if an extra cabin bag were included in the basic fare. Many airlines currently charge extra for cabin baggage. MEPs on the Transport and Tourism Committee demand that passengers be allowed one free personal item fitting under the seat and a free small cabin bag up to 7kg. EU compensation rules under EU261 apply widely and are under debate.
