Nextcloud withdrew its 2021 complaint to the European Commission accusing Microsoft of bundling OneDrive with Windows, citing a lack of noticeable progress. The withdrawal was driven by the time and cost required to respond repeatedly to Commission queries and the lengthy process. Microsoft has tightened Windows 11 installation to require a Microsoft account, increasing dependence on its online services. The withdrawal does not affect Nextcloud’s separate complaint with the German Federal Cartel Office, which has placed Microsoft under supervision and is a step toward a potential anti-competitive investigation. Previous EU actions include Teams concessions accepted by Brussels.
