SpaceX disabled Starlink connectivity over Ukraine for unapproved terminals while maintaining a whitelist of approved Ukrainian terminals. Ukrainian officials and pundits reported that Russian forces had been using Starlink to guide long-range strikes, coordinate forces, and control troops at the tactical level. The move reportedly disrupted some Russian ground assaults and caused blackouts among Russian units at the front. US sanctions prohibit SpaceX from selling terminals to Russia, but Russian forces reportedly acquired terminals on the black market and from downed reconnaissance drones. Whitelisting allows Ukrainian terminals to be registered and approved while blocking illicit Russian access.
