According to the notice, a copy of which Luttrell shared with TODAY.com, she was in violation of City Ordinance 11-33. The local law states, 'Holiday and seasonal decorations... shall not be installed or placed more than 45 days before... the holiday.'
Luttrell's sister and daughter installed the skeletons on her front yard, adding little accessories as the weeks went by. She was super excited because Halloween is her favorite holiday.
In early December, I got a warning from code enforcement saying we had holiday decorations up too late," says Luttrell, illustrating the clash between personal expression and municipal regulations.
