Michael Lowry says he is 'fully confident' he has no liability as file sent to DPP over Moriarty Tribunal findings

Furthermore, he insisted there was no wrongdoing regarding the GSM licence, asserting that it was awarded through 'a fully fair process' involving experienced members of the civil service.
Mr. Lowry also noted that the State had consistently defended the licence award against speculative civil cases from two unsuccessful applicants over the years.
