Meeting minutes revealed that as early as April, the Met Office was cautioned about the potential ineffectiveness of the current warning system, especially concerning yellow warnings.
Flood duty manager Stefan Laeger emphasized that, in 'low likelihood, high impact events', the public's perception might lead them to believe that serious consequences won't occur.
