Opponents of these reforms cite small costs, but they completely ignore both the massive savings gained by requiring treatment and the significant costs paid by consumers. Retail thefts below $950 carry almost no consequences under Prop. 47, contributing to a rise in these crimes and burdening low-income consumers disproportionately.
