He avoided the word genocide though the prime minister had used it and said Spain and others could not understand Israel's actions. He cited the bombing of hospitals, schools and refuges, widespread civilian deaths, famine and the forced displacement of hundreds of thousands. Spain has imposed measures including an arms embargo and accused Israel of exterminating a defenseless people, while Israel accused Spain of antisemitism and barred two Spanish ministers. Felipe invoked Spain's Sephardic history and the 2015 citizenship law and demanded an end to the massacre.
