Cyclone Fengal has so far claimed 12 lives in Tamil Nadu, with over 200,000 hectares of farmland submerged and severe damage reported in 14 districts.
The cyclone, which made landfall on Saturday, brought the highest 24-hour rainfall recorded in 30 years to Puducherry, leading to significant flooding and destruction.
Prime Minister Modi assured Tamil Nadu's Chief Minister of all possible help while Stalin has requested an immediate interim relief of Rs 20 billion from the National Disaster Relief Fund.
As cyclone Fengal weakened to a low-pressure system, authorities warned of flash flooding and instituted a red alert in northern Kerala expecting further rainfall.
