The men, identified under German privacy rules as Daniil B and Vladyslav T, allegedly sent parcels with tracking devices from Cologne to Ukraine to facilitate sabotage. Federal prosecutors allege the packages were intended to contain explosive devices that would ignite en route to parts of Ukraine not occupied by Russia. Germany's domestic intelligence agency reported a steep rise in espionage, sabotage and disinformation since the start of Russia's full-scale invasion of Ukraine.
