The European Commission unveiled a "democracy shield" aimed at countering foreign interference and online disinformation. Measures include creating an EU center for democratic resilience and funding independent fact-checkers in all languages used across the bloc. Plans propose a cooperative "incidents and crisis" protocol with tech companies to enable quicker government responses to large disinformation campaigns. The Commission pledged to reinforce support for local and independent media and to assess modernizing advertising rules to improve media sustainability. Many measures are largely voluntary, and experts view them as an initial, limited step. Russia was explicitly accused of targeting the bloc with information manipulation and interference.
