Birmingham City Council's implementation of an Oracle Fusion ERP system has struggled since it starting in April 2022, failing to produce auditable accounts. Subsequent audits reveal severe issues with the bank reconciliation system (BRS), which prompted the council to buy an off-the-shelf solution, CivicaPay, expected to launch by March 2025. Recent audit meetings also disclosed delays in system upgrades, impacting manual operations and raising costs due to staff working around flawed systems. These ongoing problems are aggravating the council’s financial oversight and accountability, crucial for managing Europe's largest local authority's finances.
In the council's audit committee, Mark Stocks, public assurance lead for auditor Grant Thornton, said he had been told to expect the go-live in August.
The delay raises questions about the cost of staff doing manual work to make up for problems with the BRS.
