Egypt, alongside the World Bank, is formulating a reconstruction strategy for the Gaza Strip, which purposefully excludes Hamas from governance. This plan involves a temporary control by a social support committee without Hamas membership. Financial backing from the UAE and Qatar is anticipated, contingent upon maintaining Palestinian rights in Gaza. However, unresolved military status of Hamas poses challenges for Israeli approval, and regional security guarantees remain a significant hurdle. An upcoming Arab summit will further discuss this alternative plan amidst broader geopolitical concerns.
The interests of the Palestinian people must come before the interests of the movement [Hamas], especially in light of the calls to displace Palestinians from Gaza.
The process would be handed over on an interim basis to the control of a social or community support committee. No member of Hamas would sit on the committee.
