Megan Marks from the DOJ stated, 'This does not mean that every officer in Worcester violated the law. That said, we did issue this report because the patterns or practices we found are serious and result in real harm.'
Residents expressed their frustration over uninvestigated sexual assaults and emphasized the need for de-escalation training, highlighting skepticism about any cultural changes in the department.
