The RSA has announced that fees for various services, including driving tests, learner permits, and NCT retests, will increase, beginning January 1, 2025. After an independent review citing unsustainable funding, fee adjustments were deemed necessary to support public interest activities and meet a projected €20 million deficit.
According to the RSA, this will be the first increase in service costs since 2012 and aims to help fund important government priorities. Adjustments, including a €5 increase for full NCT and a €10 increase for learner permits, reflect the need for a more sustainable funding model.
Indecon's review of the RSA highlighted that the current funding model is unsustainable and suggested fee increases should only be implemented alongside established service level targets. The intention is to alleviate an annual deficit while improving the overall efficiency of services provided.
The review recommends the RSA's separation into two independent entities, addressing the need for better management of testing and licensing services and improved focus on road safety education funding.
