Judith Weber founded Tobinworld in 1977 after recognizing that her severely autistic son needed more than traditional schooling. The program emphasized patience, creativity, and individualized connection, using music, art, humor, and other "windows of connection" to reach students. Tobinworld expanded through the 1980s and 1990s, serving hundreds annually and adopting an inclusive policy of never turning a child away. For more than four decades the program prioritized seeing the child first, not the diagnosis. In response to rising emotional and mental health needs among children with developmental delays, Tobinworld launched Tobinworld Mental Health in 2003 as a community-based clinic.
