Mark Ward emphasized that the Mental Health Commission's 49 recommendations lack implementation power, which Sinn Féin aims to rectify through amendments to the Mental Health Act.
Mr Ward noted the urgent need to address the situation of over 540 children on waiting lists for mental health services, calling it unacceptable and in need of immediate action.
The plan includes introducing a comprehensive Child and Youth Mental Health Service to provide continuity of care, ensuring young individuals don't lose support once they reach 18.
