Under FA Cup rules, United were entitled to an allocation of 15 percent, 9,000 tickets, for their away fans, but safety concerns capped it at 7,956.
Safety Advisory Group, involving emergency services and police, decided to limit allocation to around 8,000 seats, keeping traveling fans in the lower tier.
Despite efforts, no agreement was reached to transfer the remaining 1,000 tickets to neutrals, leaving those seats empty on match day.
Around 1,000 seats will be left empty on Sunday, as Arsenal rearranged seating for their fans to accommodate the increased number of United supporters.
