Historically, MLB teams delayed calling up top prospects to the majors by a few weeks to gain an extra year of control under the service time structure. The 2022-26 collective bargaining agreement changed this dynamic through Prospect Promotion Incentives (PPI). Teams now receive bonus draft picks when top-100 prospects are promoted early enough to earn full service years and subsequently win Rookie of the Year or MVP/Cy Young awards. Additionally, prospects finishing in the top two of Rookie of the Year voting automatically receive a full year of major league service time regardless of promotion timing. These incentives and disincentives effectively discourage teams from manipulating service time while encouraging early promotion of elite talent.
