Missouri's sports betting enthusiasts will have to wait until at least September 30, 2023, to place wagers after the state's Secretary of State Denny Hoskins rejected an emergency rulemaking for faster licensing. Although voters had approved sports betting, the emergency measure did not comply with statutory requirements. The Secretary clarified that normal rulemaking could still achieve licensing before the December 1 constitutional deadline. Previous attempts to legislate sports betting in Missouri had failed, with Hoskins' long-standing opposition cited as a significant factor.
The only answer we were given is that it didn't meet the requirements under the statute," executive director Mike Leara told the Missouri Independent.
The standard rulemaking process is more than capable of achieving the desired outcome within the necessary time frame," Hoskins told the Independent.
