The deception involved claiming that the victim's financial accounts were compromised. After taking the initial amount, Ou continued to contact the victim for more funds. His arrest occurred when he arrived to collect this additional payment. A search of Ou's vehicle revealed a firearm, drugs, and several IDs. Authorities suspect there may be more victims and are seeking further information.
