The edits altered findings about pre-deployment decisions, changing language that originally said the decision not to fully staff up "did not align" with policy to language claiming staffing "went above and beyond" standards. The report author declined to endorse the edited final version, calling it "highly unprofessional and inconsistent with our established standards." Moore said the edits occurred before his appointment and did not name who made them.
