"It's a controversial decision as Westminster Council had a plan in place ready to go, when they say, the Mayor of London announced his plans to take control of the street with just a few days notice. The council finally accepted that it would not be worth the effort to fight the decision and formally signed over control yesterday, which will come into effect this weekend."

This includes sections of adjoining roads, necessary to introduce and operate Hostile Vehicle Mitigation. One issue that hasn't been resolved yet is the cost of the change. The Mayoral Decision warns of a long list of unknowns about the takeover."
Legal papers have been signed transferring control of Oxford Street from Westminster Council to Transport for London, effective Saturday 20 September. TfL will take over as the highway authority ahead of wider plans to pedestrianise the street. The GLA order covers Oxford Street from Marble Arch to the western arm of the junction with Tottenham Court Road and includes adjoining roads to enable Hostile Vehicle Mitigation. Westminster Council had a plan ready but accepted the Mayor's takeover and signed over control. Costs and contractual risks remain unknown; GLA funding will cover management this financial year. A November consultation will outline phase-one proposals.
