Since April, Tower Hamlets Council has paid for in-home adult social care for residents who would normally qualify (those with less than 23,250 in savings). The provision covers personal and practical daily care delivered in residents' homes but excludes residential and nursing placements. The scheme has supported about 1,300 residents and is estimated to cost 4.9m a year. The council says the policy is funded through careful financial management, waste reduction and redistributing funds from wealthier parts of the borough. Some politicians have voiced concerns about the council's ability to deliver the scheme.
