The cap prevents almost all parents from claiming Universal Credit or child tax credit for more than two children. MPs voted on an SNP amendment expressing regret that abolishing the cap wasn't in the King's Speech.
The Government is not willing to abolish the cap without funding. Mr. Khan supports a review led by Bridget Phillipson and Liz Kendall while urging official channels for policy change.
MPs rejected the SNP amendment by 363 to 103. This was seen as the first major test of the new Labour government's power. Seven Labour MPs had the whip suspended for voting against the government.
