A persistent leak from a council-owned upstairs flat caused a downstairs resident's ceiling to collapse after repairs were repeatedly unsuccessful. More than ten repair attempts and several warnings failed to stop the water. Council staff could not access the upstairs flat on seven occasions and there is no evidence enforcement action was considered. The job was twice marked complete without confirming resolution, and the resident's attempts to send damage photos via the repairs WhatsApp account failed. The resident remained in temporary accommodation by the time the Ombudsman upheld the complaint. The council has since revised repair procedures and follow-up monitoring.
