The Home Builders Federation urged the mayor to reduce affordable housing requirements and release green belt land to accelerate homebuilding in London. London is expected to deliver 440,000 of the government's 1.5 million homes target by 2030, but only 30,000 were completed in the first six months of 2025. New home completions in 2023/24 fell 9% in London versus a 5% decline across the rest of England. The HBF described a "perfect storm" of low demand from first-time buyers, planning delays and the Building Safety Regulator. The HBF said the London Plan is "too complex and puts off developers" and recommended streamlining policies for the 2027 plan. A housing campaign group warned proposed changes would primarily boost developer profits. City Hall said the mayor was doing "everything in his power to deliver more homes of all tenures".
