The Royal Borough of Kensington and Chelsea faces an £82m budget hole and may reduce financial support for the Notting Hill Carnival, including toilets. RBKC normally contributes £1m annually to the event and provided an extra £230,000 this year, partly funding toilets, but described that payment as a "one-off". The council has begun reviewing non-statutory services amid "significant financial pressures" tied to government funding proposals under Fair Funding Review 2.0. The carnival draws about two million people each August bank holiday and has faced safety and financial challenges. Councillors called for budget realism and protection of frontline services; Labour said toilets "aren't a luxury."
