"There is a tendency to focus on incidents to give impression that there is something wrong with protests," Mr Nineham told the committee.
"Despite a record police operation, the fact that there have been so few arrests on the demonstrations for these or for any other issues attests to the fact that we are talking about a very, very tiny minority who are doing these things," said Nineham.
