Pedicabs face MOTs, fare caps and 2,500 fines under new TfL rules
"TfL was granted powers to regulate pedicabs under the Pedicabs (London) Act 2024, but was required to carry out a consultation prior to introducing any new regulations on the service. Once the new rules are introduced, pedicab drivers will need to undergo enhanced criminal record checks and medical examinations before they can be licensed to operate a pedicab. There will also be a new annual mandatory MOT for pedicabs, to check them for passenger safety, and each pedicab will have to carry a license plate."
"There will also be limits on how much the pedicabs can charge for a ride, and they will also only be allowed to stop for passengers in places where road markings already permit cars to stop. And a ban on loudspeakers. The new proposals are now going out for a final public consultation ahead of being introduced early next year."
Transport for London will regulate pedicabs under the Pedicabs (London) Act 2024 and has opened a final six-week public consultation running until 20 October 2025. Pedicab drivers will need enhanced criminal record checks and medical examinations to qualify for licensing. Each pedicab will require a license plate and an annual mandatory MOT focused on passenger safety. Fare caps will limit charges and pedicabs may only stop where road markings permit cars to stop. A ban on loudspeakers will be enforced. TfL can fine operators up to £2,500 and seize pedicabs for violations. Earlier consultation found safety and fare concerns.
