Mr. Gutu admitted that he was delivering parcels for individuals from his country who now reside in England, revealing that he received payment for these services.
Environmental enforcement officers found Mr. Gutu operating without a street trading license and discovered two vans and a large coach full of parcels during a routine patrol.
Cllr Syed Ghani emphasized the importance of licensed street trading by stating that unregulated activities create risks to the community and undermine legitimate businesses.
After refusing to pay his initial fine, Mr. Gutu was ultimately ordered to pay a total of 2,137 in fines and costs by Barkingside Magistrates' Court.
