London faces a severe housing emergency, with fewer than 15 affordable homes started in several boroughs between 2023 and 2025. Only 5,188 homes began construction by March 2024, marking the second-lowest total since 2016. With a deadline approaching, over 12,000 affordable homes have yet to be initiated, despite a government slashing of Mayor Khan's target to between 17,800 and 19,000 starts. Currently, local authorities face 336,357 households on waiting lists, highlighting the urgent need for more affordable housing in the capital.
Fewer than 15 homes were started in Richmond, Haringey, Bexley and Kensington and Chelsea between 2023 and 2025, according to the latest analysis of affordable homes being built.
With just a year to go, work has yet to start on more than 12,000 properties, according to the annual London Assembly affordable housing monitor.
The number of affordable homes started last year was the second lowest since Sadiq Khan became mayor, with only 871 homes built under the 2021-26 programme finished.
The Greater London Authority estimates that the capital needs a net 42,841 affordable homes each year between 2016 and 2041, yet last year's net increase was merely 7,674.
