Merton Council has taken five-year control of a portfolio of 18 houses of multiple occupancy after the landlord failed to license and maintain them correctly. The council intervened in August 2024 following tenant complaints about outstanding repairs and management issues and initially used a one-year Interim Management Order. Notices issued to the landlord were ignored for months, prompting a Final Management Order that removes the landlord's management rights and rental income while ownership remains. Rent collected will fund maintenance and tenant safety, and the action uses powers under the Housing Act 2004.
