"Marijuana's placement in the [Controlled Substances Act] has had a devastating impact on our communities and is increasingly out of step with state law and public opinion," the lawmakers wrote.
Under the Controlled Substances Act, Schedule I drugs are considered to have the highest risk for abuse and are highly guarded for purposes like research, making it extremely hard for scientists to conduct research on the drug and its effects.
