The LA indictment isn't really about four years of conduct. It's about the tax forms filed - ultimately in 2020 - for one year: 2018, the year of Hunter's most desperate addiction.
Weiss alleges that when Hunter went over his finances with what happened to be a new tax accountant in 2019 and 2020, he told the accountant that payments to four women... and a bunch of travel expenses and payments to his kids were instead business expenses.
