Yes, State has a longstanding 'Arabist' bias (it advised President Harry Truman against recognizing Israel back in 1948), but under Biden and Obama before him its top ranks have been flooded with venomously anti-Israel hires.
The Obama and Biden teams also hired pro-Iranian experts with actual ties to Tehran. Robert Malley, whose unofficial godfather was Palestine Liberation Organization terror leader Yasser Arafat and who has blasted Israel's treatment of Arabs, was a key negotiator of the disastrous 2015 Iran nuclear deal, providing billions for Tehran.
