California enacted a law that prohibits streaming service advertisements from playing at a volume louder than the accompanying program content. The law applies to major streaming platforms including Netflix, Hulu, and Disney+ and becomes effective on July 1, 2026. The measure builds on the existing federal CALM Act, which regulated loud ads for broadcast television and cable but did not cover streaming. A 2023 federal effort to extend CALM to streaming failed in the Senate. The state law responds to rising consumer complaints and aims to prevent disruptive, louder-than-program ads that can disturb viewers and sleeping children.
