Governor Gavin Newsom emphasized that the new California law addresses the fallout from a Ninth Circuit decision which allowed a museum to maintain ownership of a painting looted by Nazis.
The Ninth Circuit's ruling indicated that Spanish law, which granted the museum title to the painting, would apply rather than California’s law, which could favor the heirs' claim.
