California's Division of Labor Standards Enforcement (DLSE) enforces wage-and-hour laws and adjudicates employee wage theft claims. In 2025, the Labor Commissioner's Bureau of Field Enforcement issued more than 3,600 notices to discontinue wage and hour violations. Significant enforcement outcomes included a $1.2 million settlement with a Newport Beach luxury carwash covering 23 workers; a $2.3 million citation against Los Angeles developers across four construction sites affecting 124 workers for unpaid minimum wages, overtime, wage statement, and paid sick leave violations; and a $680,000 citation against a Los Angeles restaurant for unpaid wages, meal and rest break, and wage statement violations. The DLSE initiates actions from worker complaints and strategic industry targeting using payroll and sick leave audits, employee interviews, and site visits.
